How arctura.org became education-first.

This record documents the repository and production release that established the ARCTURA learning model. It proves what was published—not learner outcomes, accreditation, public adoption, or educational effectiveness.

Validation completed Structural, metadata, link, image, responsive-markup, and production-route checks passed before and after merge. Independent accessibility and learner-outcome evaluation remain future work.
